Smash had that poster, character renders, and screen shots leaked which looked real on the surface but turned out to not be real.
And there’s already a confirmed fake Pokémon among the leaks that are being passed around which suggests some of them may be “poisoned waterhole” case.

To be fair, however, I believe the 400 comes from the Galarian Pokédex.
Kanto had 153 (Let’s Go), Johto had 256 (HG/SS), Hoenn had 211 (ORAS), Sinnoh 210 (Pt), Unova 311 (B2/W2), Kalos 457 (XY - Central Kalos had 153, Coastal had 153, and Mountain had 151), and Alola had 403 (USUM -Melemele had 150, Akala had 160, Ula’ula had 160, and Poni had 140). So 400 would be a decent initial Pokédex.
Of course this is all speculation, but the trend definitely has each pokédex locked initially to certain Pokés. I hope that the 400 is just an initial anyway. Cause y’know, the other games had more at the end because of National Dex and we don’t know if Galar has a similar mechanic yet since our leaks come from a person playing the game and guidebooks, and not the full data-mine yet.

If they’re really serious about have Pokémon games be solely limited to those that can exist in a region, they have the right number according to their past games initial dex’s.
