This is not the 100% official answer but: I report it under other if it's just one person. And usually under gamethrowing (because of teaming) if more people are speaking it to eachother.

@night jolt basically the one you want is old and a few weeks ago, Philipp started a vote for the quest. They choose, to give us the chance to get the items again. Maybe they will come again, maybe not.
Next: even, if you find a clan which chose this quest, if you joined this after they started it, you won't be able to participate in it.
I think the only solution is to hope, that the quest comes back again.
I'm sorry, that this was not useful and you can't get the items you want. But the bh is really cool too 😊
