Not really, no. At that point, the villager loses either way so who they vote won't affect their team in any way. So it's not gamethrowing. Unless they explicitly choose to help one side over the other and mentions an unethical reason (Such as helping a friend or not liking the person playing on the wolf team), we really have no way to tell what they're thinking when voting and pursuing action on that would set too much of a controlling (And unfeasible) precedence.

Usually, villager would like to vote the ww and hope this ww is junior ww and avenge sk (the only possible scenario where villager can still win) If the ww left is not junior ww , villager can choose to vote anyone he desires. If he abandons the vote it is the same as if he voted ww and let sk win. because it will have the same result.
Since now rose bribe is illegal, villager can choose who to vote base on his own values. Some players tend to vote who was more aggressive in the game
Here is where "hate attraction" comes in, if that ww talked a lot and made gunner shoot innocent people earlier in the game, this ww is most likely to be voted by the villager, same with sk, if he is agressive earlier, he is more hated and tends to be voted. This is not absolute doe, just a tendency.

Are Werewolves ever going to get buffed a little more? Its true that werewolves only win mostly by luck or gamethrowing. The winning chances of both teams should be 50:50. Most werewolves just suicide before the game even starts and its really annoying if youre their teammate.

To fix that, you'll have to make a new account I guess

It doesn't matter if we go to account settings, it auto changes it to male when we change it to female
