After a user is banned, all current reports turn blue (Signifying that they're old) and those reports are no longer factored into any decisions. So if you keep misbehaving and get new reports, you'll be banned again. But if you behave, no bans.

Yeppers. False reports are usually easy to see and we discard em from our decision. Plus, it takes a certain number of reports to pop up on our radar so if a user gets a few false reports, we generally won't even see them.
