These people look at reports from people and ban them if needed. They make sure the game is cleared from people that break rules reported by you! If more guardians are needed it will be decided by the Guardian Manager.

It's really not random, you just need 650 xp for each tier

Which is around 7 games if you earn 95 xp a game

But it's much more if you play with friends
