Outline is a line or a set of lines enclosing the shape of an object. Whether it's black or another colour isn't really changing much.
They're alright as long as you keep them to a minimum especially if you can calmly do without them (see the example in the picture) I also forgot to include in the picture that there's outline on those circle thingies I don't know what to call xdd.

I think you could make the eyeliner (on both) could be a teeny tiny bit thicker and the eyelashes could be less and thicker to make it look less 'messy' (not sure if it's the right word). The male's eyes look a tad too high, they could be lowered at the female eyes' height or at least just a bit

I zoomed in and saw that the female's chest is pretty much two circles which look very uncomfortable and unnatural so I suggest to do something like what I put next to it.
I don't see what the purple line outside the male's shirt is supposed to be? It almost looks like it's outlined but as you said it's broken off at the bottom so it's not.

Imma be waiting to see the shading and I'm very interested in the theme, keep up the work! GWovoYayy
