@oak elk if the eyes are on one layer you can use the lasso tool to selected the left eye (just draw a circle around it with the lasso) and then there's an option popping up with the lasso to move it around. It's like crossed arrows?

It's probably because of the shape and shading

First up I suggest resizing your canvas to at least both sides 1000+ pixels. If you do this you'll have to clean up the edges, and if you want I'll help you with that (please do note that I also have other things to do so I can't do too much ^^;)

Now for the hair I marked out shading suggestions for the main part and separated the bangs. I also suggest making them a bit longer so they fit where I personally think the hairline looks best. I also suggest making the side burns thinner. Imo making them a bit flowy is real cool (did that on the left side but do what you prefer💕)

Next up the left eye is further away than the right, move it in a bit. Same with the mouth it's a bit off centered. Line up the v with the shading line of the naked avatar. You should also make sure that the sides have the same distance from the guide I added, it'll then be perfectly symmetric.

For the right eye I added a small suggestion on how you can shape it, especially with lashes (triangle/thin out) - you don't have to though. You should also shade the eyes BUT add the highlights on another layer please please please. Then mirror the eyes and copy the eye highlight and move it! Avoids mirrored eye highlights.

Now lastly I did a smol suggestion if how you could shape the necklace more naturally.

Overall I suggest using more shapes for shading

Hair: Hairline is too high and you should add some shading. You can use in-game hair and #dev-vote for reference!
Eyes: Shouldn't be above the top part of the ear. They also looks bit droopy so I suggest turning them inwards. (Btw you forgot the eyebrows)
**Mask:**Not a fan of the shape, it's really not unique 😅
Shirt: The arms a too wide and it's a bit wonky~
Wings: well as mentioned they have outlines, which isn't allowed
Overall I suggest working with more shadows and highlights, trust me it'll be a huge improvement @buoyant wigeon
