i cant cfm your first part but having it as an active skill doesnt mean it's not auto, u can potentially use soul seeker in advance of bosses thats why it is an active skill + there are a ton of other skills that are active but also activate automatically

wind archer's V2 or V3 (cant rmb which) is an example, can use as active skill but also automatically actives when you use your main attack

recommended to take soul seeker off skill wheel because you pause for a few frames without invincibility when you cast it, potentially causing you to die
