#Add TOT and TLS as patrol locations

These towers are important for stopping raiders, as they can protect sewers, RDM, GC, and cliffs all at once.

To my knowledge, the reason these two towers aren't currently a valid patrol location is to prevent AEGIS from RK'ing and SK'ing innocent wastelanders. However, I would generally expect them to follow rules and FA/SC would also be present to enforce it

Plus, wastelanders are less likely to be innocent when near these towers(they become raiders when holding a gun beyond the no gun sign or climbing the tower), unlike other locations where wastelanders need to be given a 5 second warning and can still mine the area(unless they're actually capturing)

Sure, it might be a short patrol and they'll die pretty quickly, but that's the whole point of patrols, which is to fight raiders. Also, SC might be more willing to watch a TLS/TOT patrol since it'll be shorter
