In itself it's not a bad thing to fight people on purpose disconnecting if it isn't going their way like in 100x and 333x battles during splatfest where no one gets anything, or high ranked/X where a dc can mean loose.

The Problem is for these scenarios it's punishment is way to weak and applying it on Turf War is borderline stupid because it doesn't matter if you win or not

The game can also really struggles with differencing between intentional disconnects and accidental/out of users control ones. I got a day ban because Telekom threw in the towel for 10 mins.
