SSSL (DNS method) is broken for games that rely heavily on SpotPass (BOSS).
The only known solution requires you to mod your system:
Follow https://wiiu.hacks.guide/ to install Aroma CFW, then https://pretendo.network/docs/install/wiiu, and finally: follow the I'm getting error code 104-2210 when attempting to play Splatoon section of announcements to get Pretendo Network working on your console again.

because of nintendo servers shutting down, it's currently impossible to retrieve new map rotation data from pretendo servers unless you have a modded console
