Hi i never installed pretendo to my japanese wii u before but i downloaded to my PC. i saw that a New update came out but when i check the guide i didnt saw the rce_patches part. Do i still need to install that or not? Thanks.

No, just make sure your games are updated
Nintendo released updates to games last year, which included the rce patches, so you no longer need to install them manually
For splatoon this is the update released last year, 2.12.1
Not sure about other games but you can find the latest version on nintendo’s website
