That is the proxy server the 3DS has to connect to, so that the data passing by the computer can be saved in a pcap file

thats different to the wireshark setup ,for wireshark u just create a hotspot /access point on ur pc and have 3ds connect to that, then put wireshark on that interface. https://pretendo.network/docs/network-dumps#all-wireshark
