Use Faketik to get them back. The games are still installed, your console just thinks you don't have access to them after some exchanges with the eShop server. At boot the 3DS asks the eShop SOAP server for a list of titles it should have tickets for, and hides any installed titles that are missing from that list (but keeps them installed)

Faketik doesn't make real tickets, they can't be used for piracy purposes, it just tricks the console into showing the icons again
