well you can boot it without an SD card, perhaps even run some games off of cartridges but not much other functionality as a ton of it relies on a present SD card

afaik Luma3DS does automatically copy itself to the NAND and B9S/Fastboot3DS is ofc installed in the NAND too

so you could also boot it in a hacked state
