Despite not being hit to active Burst Shields damage, if you use both Taunt and Burst Shield at the same time, you will do AoE damage within the Taunt range

Reproduce: Use Burst Shield, get hit and activate the Burst Shield Damage to mobs. Then use both Taunt and Burst Shield and it will damage within the taunt range. This is the most consistent way I've reproduced it thus far.
