freeze framing while still being able to move and do things

ok bad thing happening, my game is freeze framing and graphics are frozen completely while i can still move and do things in game, is this a known issue or am i just experiencing something weird?

By being able to do things in game, what exactly does that mean?

So you can hear your character move, but you can't see it, and you can still shoot and such but you can't see it on your screen or smth?

Yeah pretty much, I can hear myself opening the map or menu, pulling stuff out etc

I believe it has something to do with my graphics
