Hello,
after some years we tried to play together again and it works for all but one. He can't join us, stuck in "Waiting for Master" and seeing the wrong Rundown Number "R3A1" or "R2C2". Or if he creates the lobby and we join him, we don't see him and he just sees that the bots leave (we also tried without bots, if thats important). If he leaves, it works but he cant rejoin. We tried router restarts, open ports, clearing IP Stuff via cmd, we even tried it with a hotspot and it doesnt work. We tried Steam Download Cache clear, changing the download server, clearing whole folders and reinstalling the game. He does not use a VPN. He now uses Windows 11, so we assume its a W11 Problem. Anything else we could try?

ERROR : STEAM > k_EP2PSessionErrorTimeout 4 The connection timed out because the target user didn't respond, perhaps they aren't calling AcceptP2PSessionWithUser. Corporate firewalls can also block this(NAT traversal is not firewall traversal), make sure that UDP ports 3478, 4379, and 4380 are open in an outbound direction.

Yeah it's basic p2p timeout, either game had issues with port forwarding

or there's issues with ISP

isp didnt change since the last time we played.

The Ports are all created, firewall doesnt block the game and we tried it already by shutting it off.

you can mitigate most of issues on your side before calling your ISP and blaming them for poor service they providing

First of all, search on how to port forward for your OS, it should availiable just with basic tools that OS provides (either GUI or cmd-tool).
Second of all to mitigate issues related to your networking configuration try setting up the DNS Server (quad8 or quad9)
Third of all clear your DNS lookup caches on both router and pc (router should be more than enough to restart it, on pc you can do that by going to cmd and typing command ipconfig /flushdns (win only). Also order matters, first router, then pc)

If all of you guys are sitting on white ips you can try tracert each other to figure out the problem even more closely

The issue is just too broad and it either might be

  • ISP
  • Proprietary service for your networking card
  • Networking card configuration
  • Invalid DNS Caches
  • Basic OS networking configuration
  • and so on and so on...

or if in case your ISP also does the mobile networks

Try looking into if any of you have some kind of proprietary software that running alongside your networking card
