For some reason, since turning my game to 4k, HUD elements are nearly completely invisible, as though the game cut off entire edges of my screen. Does anyone know what's happening? Thanks.

It just looks like you've set your monitor size incorrectly
I could be wrong, of course, but that will be the first thing to check

Oh that effect is normal (Not to your extend ofc) normally the Game Applies a weird smear effect to the edges of your Screen, but because your hud is so small it is in that area
Try going to the settings and increasing your hud size
If it doesnt Work there are mods that are completely remove that smear effect (If you really want to Play with hud this small)
If it still doesnt Help, try changing from füll Screen to borderless or the other way around
