Every once in a while my game would stutter (fps drop to around 20) and then go back to normal after a few minutes. The frequency of this kind of stutter will become more and more frequent as the game progresses. I tried lowering the image quality and resolution, deleting all mods and reinstalling the game, but nothing improved the problem.

I'd monitor temperatures and check if both fans of the (perhaps dual, I'm sure there's some mono-fan 2070) GPU are working.
FPS dropping for "minutes" ain't stuttering, there's something else. I'd also update GPU Drivers.
