I think he could try deleting it and see if it helps
in appdata locallow 10chambers, u can delete the settings file.. try doing exclusive fullscreen and make sure no vsync, also if nvidia, check that u don't have any overrides for 3d apps in there

tried doing everything here... deleted all the appdata settings files, exclusive fullscreen, no vsync, reset nvidia settings. also uninstalled and reinstalled. still locked somewhere around 40-50 fps. is there anything else i can try? this makes no sense

Load up R1A1, alt tab, task manager, see how and what work is GPU doing (Performance, then GPU), you could also use Nvidia's overlay but the data we want is more basic than what that gives out, this will give a better idea if the GPU is doing its job bad or if it's actually locked by something and not doing the job it should, also gets rid of things like a user error towards connecting the video output cable to MoBo instead of the GPU. Also there's more programs than just Nvidia which can lock an application to specific FPSes but "somewhere" makes me believe it varies which I dont think is possible, not to a 10 fps degree at something that, according to the user, could run at 240. There's also more "malicious" theories like a cryptominer (be sure to ALWAYS download the drivers from Nvidia's official website, once you download a malicious fork, the subsequent download through said fork just give corrupted drivers over and over).
GPU is working at 90-100% in the task manager. Temperature is about 45 C the entire time. I can post my entire rig if there's any doubt, but I have a 3080 as my GPU. When I played this game 2 years ago I actually had a 3070, which would get me around 180-200+ fps at any given time during gameplay. Not sure what else to look into and I've only ever gotten drivers from Nvidia directly.
Huh... Looks like I was able to fix the issue. Getting about 180-200fps again.
For reference if anyone else needs it:
- set pc power plan to high performance
- download and install latest nvidia drivers
- reset nvidia settings for gtfo and then change these:
-low latency: ultra
-openGL rendering gpu: [choose your GPU]
-texture filtering anisotropic: on
-texture filtering quality: performance
-texture filtering trilinear: on
So is it a driver issue?
