temporary fix if you're in the EU and are having issues joining lobbies, swap steam download regions to UK-London
to do so open steam, top left Steam tab, Settings, Downloads, Download regions, restart
there's still an issue when you're able to join any lobby but may see people not moving although they're playing normally
it makes you unable to revive/give them packs
it's also a 2 sided issue as in, they can't see you either

This is just normal desync

The restart is more important than the switching of regions
You could also clear your download cache while you're at it, it worked for me

Not just EU
In any region you can switch to neighboring regions to help your own connection
Not sure which ones would work, since it doesn't seem consistent

for now sadly, stuff is not normal. forced to use UK - London servers for now.

from my understanding it's an issue with steam servers not being able to communicate with each others, you're still able to play with people from the same regions, but UK had the least issues for me when it came to joining international lobbies
