Ok, the reason why no one can join you or you can't join anyone is primarily desync/ packet loss, hard to tell which one exactly bcs they both are happening at once.
Other person attempts to join you, but due to some unknown reason, they desync so badly the game refuses to connect them to your lobby and boots them back out.
