A client side mod claiming it fixed said bug is what made me aware of this.
"R6 changes introduced stamina among other things, so devs changed how the method for getting velocity works, imposing a max speed limit. That's all fine and well except evade normally goes way beyond that, whereas now it's capped and so it technically works, but it causes you to move at sprint speed instead of evade speed."

So in summary, evasions are bugged due to a max speed limit on ground movement. Apparently you can see the intended movement speed of evasions by jumping while evading which let's you hit the correct momentum due to the fact that you're airborne after jumping. This has been bugged for a while and I as well as many others would appreciate a patch making the very lesser known evade mechanic more relevant again.
