So here's a tiny guide for laptop users in case they want to check what memory they have.
Open command prompt in Windows as administrator and type:
wmic memorychip get devicelocator, manufacturer, partnumber, serialnumber, capacity, speed, memorytype, formfactor
This will give you a list of columns with the information about your ram in case you want to upgrade it (if your laptop has upgradable ram).
To view all of your ram's details, you can also additionally enter:
wmic memorychip list full
On Ram memory type, if it says 24, it's DDR3. If it says 0, it's DDR4 (because it's unknown to WMIC command)
@median moon I know your budget is a bit overboard already, but I have to say that 120GB(112GB in windows) SSD's are very inadequate, especially for a system of this caliber.
You have 32GB of RAM so your Virtual Memory/Page File will eat a lot into that precious space.
Keeping it from near full capacity sounds like an impossible task, and before you know it you'll be looking at speeds around or below of an HDD.
120GB variants slow down to a crawl within a few months if they're pushed.
256GB boot drive is the minimum imo. At least for system like that.

Yep. I'm thinking about getting a dirt cheap laptop and getting a no limits data plan(12-16€ monthly) to use my home PC remotely. For the things I'd use it for outside of home, it should be great.
At least until Ryzen 4000 laptops show up.
Laptops are difficult to upgrade since you have to source the GPUs in a way that they're compatible
you also have to make sure your laptop can efficiently cool the gpu as well
Most of the time you want to replace it with a GPU that can also be found in your current laptop.

VRAM is the video ram located on your GPU. You need 2GB at least but you have 1GB
Gpu is 1gb of vram... it for sure is lower than gtx 660

AMD GPUs are great but, let me tell you from experience these drivers fucking suck ass.
Green Screened on me twice today than froze my system.
AMD GPUs, on paper, are good
I haven't had many problems with the drivers

The only problem I had was trying to play Nioh, which is fixed now
And occasional black screen with some games, usually fixes with a restart
That was running older drivers though
If you're having trouble with the drivers, I highly recommend running DDU in safe mode and then reinstalling. If that doesn't fix the issues then yeah AMD needs to fix this
I'll probs go nVidia for the GPU unless drivers are stable for VR

His PC would get to the windows startup screen before shutting down and restarting. The only way for him to bypass this is to access the bios or the boot menu.
I advised him to reinstall his windows. He rolled back from 10 to windows 7 and for now everything seems fine enough.. He's upgrading to 10 as we speak.
What could be causing the issue? Was it only windows being shite again oor is it a hardware issue?
He suspects if may be his HDD cuz' it's 7 years old.

That's not really accurate, the 580 was a refresh of the 480 and the 590 was a refresh of the 580. That was the refresh of a refresh. The 480 was a legitimate generational increase over a 380/x cause it gave comparable performance to a 290x/390x while being much more efficient.

There's a program called DDU, normally it helps with wiping all files and the registry associated with graphics drivers. It seems to work with audio drivers too
Not something I've ever used for audio drivers though, I would only use it for graphics drivers to ensure there are no issues updating pretty much 
So just in case I would make a system restore point in case there's a problem, and run the program in safe mode
And don't accidentally uninstall your graphics drivers

So from what I can see some people have worked around this issue by using a third party program that formats storage drives, mini tool partition wizard is one I've used before to format USB drives and stuff like that.
