I’m playing this game almost 5 months now, and when I started I got some of the buildings upgraded already, but most of the buildings are in level 1. My level now is 44 and still doing upgrades on oil & metal storage, so that I can reach the capacity required to upgrade my CC to lvl17 so that I can upgrade Tech Center and academy to level 21 so that I can buy good stuff during event as some of the items required lvl21 to buy it. But I have noticed that many low levels like level 40 base have almost fully upgraded buildings. Is that FAIR? I’m upgrading my base almost from scratch and can’t buy new stuff because of building requirements and yet, low levels have a chance to buy and upgrade new stuff because they reached the required level for buildings. I hope that same building levels to be given to all new players to be FAIR.

Well, I have said it before. A while back Kix gave away free upgrades to meet the requirment for the launch of serie 4 units. Those who was online that week got building upgrades for free.
Otherwise I guess they have spend gold, which you can't see.
I suggest you contact support to see if you can get some special deal or you need to spend some gold too, unfortunately.
