If they are unable to create an account due to an IP ban, go to Special:CreateAccount and create an account for them using their email address.

For future reference, do IP bans get overwritten if said IP creates an account?
Also, if it wasn’t automated, what caused the ban? The person was doing things in good faith but didn’t elaborate as to what he did that might set off alarm bells.
The IP-ban might have been issued because somebody sharing the user's IP address has been violating the TOS and got the IP banned. That happens not that rarely, if that's the cause the user will be told on page to contact cvt via email to get the ban lifted

it is probable with IP bans that the ban is either relating to a vpn/proxy, or it was connected to a range used by a persistent abusive actor, and so their best course is the createaccount option (either locally or with the global request form), which will remove further inconvenience except for one scenario: if they wish to attach to other wikis. In that case they either need to be manually attached (if its a one off case and they don't necessarily want to attach everywhere they visit) or request a global ip block exemption (preferable if they like to 'explore' while logged in and be part of many wikis), both are liberally available as needed.
A ban for a proxy is unlikely to be lifted but may be reviewed if it is too broad. A ban for crosswiki abuse or something similar may be reconsidered if it is too broad or a bit old and the cause of it has not come up any time recently. In either case a compete lifting is somewhat rare, but it is nothing personal against legitimate users. A T&S related ban (for outright terms of service issues and the like) is quite rare and should be brought up direct with trust and safety.

The other context that wasn't quite mentioned: Our IP bans generally only impact logged-out users (or users without accounts). Once an account has been created, they should have no issues when contributing to a wiki, though may need our help to locally attach their accounts to new wikis they've never visited before while the range blocks remain in effect.
