I have a table floating right to my main text but a citizen wrapper appear from nowhere creating this massive blank space, how can i solve this ?

The github repo talk about a $wgCitizenOverflowNowrapClasses but i can't find it

I applied a band-aid on the template, so this issue should be fixed now. You may need to purge the cache to see the result. Note that every invocation of the decl template will now be floating on the right regardless of what you have in the module.

The permanent solutions are to
(1) submit a request on Phorge (https://meta.miraheze.org/wiki/Phorge) and ask tech to enable $wgCitizenOverflowNowrapClasses in ManageWiki
(2) ~~not use citizen~~
