Translation Module not being invoked

Hello, I am currently using this module to translate elements and pages.

I believe I have all the corresponding templates set up. However, something is breaking and the module isn't applying correctly. It's easiest to see on doc/start and doc/end, where the module is being invoked but the translation is not occurring.

I cannot figure out what is causing this issue. The module and collection of templates originate from this wiki, which uses them with no problem

I've checked over the extensions a couple times and I have the exact same ones enabled as the other wiki apart from Advanced Search and Cirrus Search

Looking through again and I believe the problem has to either rest on Template:Text, Module:Translation, or Module:Forward (assuming I'm not just straight up missing some important piece.) The rest of the templates associated with this appear to be doing what they're supposed to, and pages are being affected by the translation in some way with the appearance of <translate> and <tvar> in plaintext.
Template:Text invokes Module:Forward and Module:Translation's translatedTemplate function in order to tell pages to use their associated /Text template to apply the translation.
I have tried scrubbing all 3 of these pages and re-adding them to no success

I needed to mark the /text templates for translation

which then allowed the other pages utilizing them to be translated
