try to type title of future page in search bar, it will suggest you to create it
other way is by typing title in URL after wiki/ - the page will be empty and w/ same suggestion

there's skin (theme) called Cosmos which has a "create article" button in the corner by default
in case of other skins you'll have to make such button w/ InputBox extension
