#Disabling or overriding certain global anti-spam filters on local wiki?

So apparently, multiple users editing my wiki (pokepasta.miraheze.org) have been getting marked as spam for perfectly acceptable edits. Mainly, my wiki relies a lot on the ability to add external links, which apparently triggers global filter 66, and then if I'm understanding correctly it asks you for a captcha that if you fail sets off global filter 18.

Which... annoying, but fine, except for the fact that 1. external links are explicitly required in the rules on this wiki (in order to properly source artwork and stories) and 2. captcha has been acting weird and unreliable for my friends, so several of them have been having their edits blocked. Is there a way to stop this from happening, and for that matter maybe make global filter 66 not run on my wiki at all?

Filter 66 should be log only, but it looks like some of the conditions in filter 18 (which does disallow edits) were too broad, so I've reduced them

Okay, thank you! I was able to upload one of the pages that someone had failed to upload on a non-admin testing side account, so that might be a good sign. Unfortunately, I believe the friend who was getting blocked has gone to bed so I can't check just yet to see if the problem is fixed on their end.

All right, let me know, and if it doesn't work, have them make an edit or two, or add them to the confirmed user group with Special:UserRights
