Mods already exist and that's all you need if you're looking to customise or create.

Yes but Steam Workshop is easier to access content from I would say.

Then it's not easier for the devs to do extra work with something that's already in place and is working successfully outside of steam.
The devs are gameplay mechanics focused and dlc orientated. Or vice versa if you see it that way.
