Didn’t think about this until I started playing through Ch3 again, but are we ever given an ingame reason why the resort closed, before Oshiro became a ghost?

advertising does work like that - you pay an amount you justify by the amount of people you believe will see it
since there weren't people at the time they'd likely be very cheap advertisement slots, ones with lots of security or have additional benefits
The most important part of advertising is if there is space to do it, someone will pay for it
