#Does keyboard scan rate theoretically matter for frame precise gameplay?

We just had a discussion in #celeste where multiple users tested the shortest keypress their keyboards can register. For some it was as low as 1ms, for some it were 7-17ms. And we wonder whether it matters for frame precise gameplay. Would you say having a better scan rate helps with precision gameplay or does it not matter as long as its under 1 frame?

Replying to keep this from getting archived, I'm in the process of writing a detailed response to this, but the reply got so long that I had to move it to a google doc 3celine

You must first reach my basic level of understanding of certain concepts in order to understand the answer

I haven't read the above doc, but the short answer should be anything above a frame (~16ms) could cause inputs to be delayed, yes. Celeste polls keyboard state at the beginning of a frame as far as I remember.

Happy to be corrected though, but that's my understanding.
