you should be able to right click celeste in steam, click "properties", go to the "local files" tab, and click the "browse..." button near the top

So, now to install mods all you have to do is go on gamebanana, find a mod you want, and there should be an option labeled Olympus - Everest Installer. Clicking that will prompt you to open a link in Olympus. You just hit open on that and it will install automatically
