I don't know which mod was loaded in (I disabled all mods looking for a bug). This has happened before, any idea how to fix this?

Some helpers can do that if you try to load a save file that is on a map that no longer exist anymore. Viv Helper comes to my mind but there is more. Try to disable Viv Helper and see if that allows you to start your save again.
