Looks like something is blocking the download from happening. Maybe an antivirus or parental control software or something like that.

What can I do to turn that off? This is also off of my new pc that I just got on today,my previous never did this

I don't know. These programs are specific to your computer. Look through programs installed on your computer. Usually antiviruses appear in the small arrow menu on your taskbar if you're on windows.

I'm not the best at debugging olympus problems but there should be a connection check button on olympus. Press it and show the results.
