Setting Changes Lost Between Loading into New Area / Restarting Game

I've recently run into a problem where my settings are reset to my old settings (not to default) every time I load into/out of a level or restart the game. Specifically, when I load into a new area, my skin is always reset to Badeline; and when I reload the game, my key bindings and mod settings are reset to my old ones. I have restarted my computer and reinstalled the current stable version of Everest, but the issue persists.

anyhow does this still happen with no mods enabled?
