As it says on the tin, olympus immediately gives an error when opened without internet. I encountered this yesterday when I had no internet and could easily replicate it just now by just unplugging my ethernet cable and trying to open it. Log and video attached.
I will add that this didn't happen a few days ago, as i've been going without internet occasionally for a bit now, so this presumably broke in (one of) the most recent update(s)
