#Music Layer shenanigans not working on cassette music

I swear to fucking god these things have a mind of their own.

I have 2 tracks, layer 1 turns on the first track and layer 2 turns on the 2nd track. It works fine in fmod but actually using it ingame, you hear nothing. anyone know how to fix?
