iirc you can chkdsk from winpe (aka, the shell that opens with shift-f10 in the windows installer). you might want to use woeusb for actually writing a windows installer to a usb drive, because microsoft sucks at making dd-able isos
as for actually restoring windows into a bootable state, yeah, good luck with that, you'll need it
