So "where do you want to install windows" has no drives?
Remove the esp flag from p1, then windows and Linux will be separated better

The boot flag isn't used on UEFI so it does nothing

This shouldn't affect windows finding the drive
If a partition was mounted at /boot and you used systemd-boot with a separate ESP then the bls_boot (XBOOTLDR) flag would be right
Note that systemd-boot can only start EFI executables (e.g., the Linux kernel EFI boot stub, UEFI shell, GRUB, or the Windows Boot Manager) from the EFI system partition it is installed to or from an Extended Boot Loader Partition (XBOOTLDR partition) on the same disk.
How did you make the windows installer?
Because IIRC this can happen when the installer was created wrongly
I downloaded iso from microsoft website, then using ventoy, a unattended.xml
It's still showing hmm...

Did you update the kernel and din't reboot
this is not about drives, this is about drivers
ventoy doesn't work well with latest win isos, the installer will compalin it needs some drivers

what dirs do you have in /lib/modules
if so that would cause missing loadable modules, which is what we see

now run uname -r
if it doesn't match with what's in the folder, that means you upgraded
The running kernel is newer than the one in lib/modules
So for some reason /lib/modules is out of date

This makes Windows truly shutdown instead of entering semi-hibernation state
