I have 3 ideas

/dev/nvme0n1p2 may not be properly populated. try including systemd-udevd or running udevadm trigger in initramfs.

make sure nvme and dm-crypt related modules are included.

#

device may not be ready when cryptsetup runs. Add a small delay or loop-check /dev/nvme0n1p2.
