@gentle wharf here is the screenshot you asked for, it appears $HOME simply leads to ~/ so it doesnt really do anything for me?
could try as root
@modern marsh gtk themes only apply to gtk applications like dolphin, virt-manager, etc and $HOME is a more posix compliant way to point to the users home directory

that command will just overwrite the dir with the same files
you are copying the same files to the same directory the original files were in
