When I shut down my computer through any means (terminal, rofi menu, powerbutton, etc) my monitors will quickly go dark, but my computer doesn't actually shut down, it will take upwards of 10 minutes for the fans to actually stop and for the machine to actually shut down. During this time, the HDD activity light does not flash and no input can turn the computer 'back on', and if I want to turn it back on before it's done doing whatever it is its doing, I have to hard power down, which results in fscks during bootup. What is going on and how can I fix it? I am using systemd, hyprland, and tuigreet through greetD. I do not have plymouth installed and I'm not aware of anything that would be doing this.
