#Video choppy with Plex HTPC, Dragon, and VLC but smooth with MPV

Hi all, running into an odd issue where if I'm watching a video file with anything but MPV it seems to skip a few frames or is choppy (almost like it's playing in 20fps rather than whatever it is). I'm using an NVIDIA 4080 with the proprietary drivers and I've had no problems with any games or anything else related to NVIDIA so far. I'm surprised that Plex is having this issue as it uses MPV as the backend and my MPV and Plex setup are both using the same mpv.conf. This issue also does not occur with any videos in a browser.

This is my final dealbreaker that I have to deal with and can solidify my move to Linux if I can get this figured out with Plex.

Did some more troubleshooting which might help to point in the right direction. I'm using 3 monitors (4k 60hz TV, 1440p 240h monitor, 1440p 144hz monitor) and when I disconnect the TV the other players play fine. But if I have all three connected then the issue occurs no matter which display I move the player to. But the issue also occurs if I have just the TV enabled

I noticed that when I'm moving screens around with that they look like they have a low fps. My mouse is moving fine but it looks like everything is set to a low fps. (Confirmed this with the below 30hz. Moving a selection on my monitors (144hz and 240hz with a 30hz active) resulted in the selection moving at 30fps. I'm using KDE Plasma if that affects anything
