#KDE Plasma Display Settings constantly refreshing (bug?)

im using EndeavourOS with the 6.4.11-arch2-1 kernel and i have a dual monitor setup and a TV.
whenever i disable all monitors but the TV using the Plasma Display Settings, the Display Settings are reloaded every few seconds akin to this gif that i found on a reddit post with the same issue but no replies :,)

KScreen 2 is disabled in the background services settings menu.
before i disabled it, my TV used to also reset the incoming resolution every time the display settings were reloaded (flashes to black, TV native resolution change notification is shown and signal comes back for a few seconds before it repeats).

this odd behaviour also seems to break the "Display Screen Profile Switcher" widget that im using, as after a relog/reboot the saved configurations don't seem to do anything anymore.

specs:

iGPU: AMD ATI Radeon Vega Series / Radeon Vega Mo
GPU: AMD ATI Radeon RX 6600/6600 XT/6600M

this behaviour also occurs when using an xrandr command to disable all displays but the TV
