most chonk TVs, including all four of those i owned personally, do this

the software viewport is bigger than the actual viewable area

nvidia has a tool for customizing stuff in your xorg sessions (tho it is xorg-only), it comes with nvidia* packages

pick the driver version that suits your gpu, and a tool is installed along that

some phones come with an infrared blaster that can be used as one
does it have a small hole covered with glass on the top end
i guess you can also do this and screw around with xrandr (i assume you use xorg because wayland on nvidia is still kinda eh)
