After installing arch with the wiki's installation guide, ip addr show still reports enp7s0 as down and i cannot do anything networky.

have you started the NetworkManager service?

#

sudo systemctl enable --now NetworkManager.service

ugh, this was actually it, trying to fix arch at 2 in the morning and replacing this with systemd-networkd in my mind was a recipie for disaster.
