just use vscode, it's the swiss army knife of programming
if you're concerned about privacy go for vscodium
if it doesn't have built in support someone's made an extension for that
i can recommend vscod[e/ium] or sublime text

Are you a student? I think CLion is free for students. However it's not a free and open source application.
But if you just getting started, I think it's a good choice since it's preconfigured unlike most other suggestions here. Once you already know what you needed, you can start using the less beginner-friendly options like VS Code or even Vim or Emacs.
